Development of Affordable Housing in Wakefield to Open for Homeless and Vulnerable Seniors
The Doe Fund, a notable nonprofit organization specializing in homeless services and supportive housing projects, has recently obtained a Temporary Certificate of Occupancy (TCO) for its latest endeavor, “The Plains.” This new development boasts 98 units of deeply affordable housing and is situated at 4519 White Plains Rd. in the Bronx. The certification of occupancy marks the beginning of tenants being able to move into the nine-story building.
In collaboration with Robert Sanborn Development, The Doe Fund has invested $51.6 million in the construction of “The Plains.” This project is designed to cater to the needs of 49 formerly homeless adults with disabilities and reserve 20 units specifically for individuals aged 62 and older. Furthermore, all 98 units are classified by the city as deeply affordable, aiming to address the pressing issue of housing affordability in the area.
The lease-up process for “The Plains” commenced earlier this month, with applications for the affordable units being submitted through the New York State Office of Homes and Community Renewal (HCR) housing lottery. Once the leasing process is completed, a ribbon-cutting ceremony is scheduled for later this year to celebrate the official opening of the development.
“The Plains” is equipped with various amenities to cater to the needs of its residents, including offices for program staff, a multi-purpose room, on-site laundry facilities, a fitness center, 24/7 security, and private outdoor recreation spaces. These features are intended to enhance the quality of life for individuals residing in the building.

With nearly 100 New Yorkers with histories of homelessness moving into The Plains, we are helping individuals live with dignity, thanks to the building’s innovative features and our talented staff.”
In addition to providing affordable housing, The Doe Fund will offer on-site services such as mental health care, therapeutic groups, and medical care referrals to support tenants. By offering these essential services, the residence aims to foster stability for individuals and families who are at risk of homelessness.
Local officials have expressed their support for the opening of “The Plains.” Bronx Borough President Vanessa L. Gibson remarked, “This development will bring stability to individuals and families and help enhance the larger community. Through innovative design and essential services, The Doe Fund and its partners are creating a lasting impact—providing hope and dignity to those who need it most.”
Assembly Member Jeffrey Dinowitz also praised The Doe Fund’s efforts, stating, “The Doe Fund’s commitment to providing housing and essential services for our most vulnerable residents, including formerly homeless individuals and seniors, will have a lasting impact on the Wakefield community.”
With the addition of “The Plains,” The Doe Fund continues its longstanding legacy of addressing homelessness and housing insecurity, having provided safe and affordable housing to over 1,200 individuals and families in New York City over the past four decades. The organization remains dedicated to creating sustainable solutions for those in need of housing assistance.
