New York City’s public advocate, Jumaane Williams, is putting pressure on Mayor Eric Adams to thoroughly investigate the numerous allegations of sexual abuse on Rikers Island. Williams referenced Gothamist’s investigative reporting, which highlighted over 700 lawsuits filed by women who claimed they were sexually assaulted while in city custody.

During a recent Board of Correction hearing, Williams emphasized the urgency of addressing these allegations, stating that it is unacceptable and unconscionable for anyone in city jails to experience sexual harassment, assault, or rape. He pointed out that the federal Prison Rape Elimination Act mandates swift action upon receiving reports of sexual abuse in correctional facilities, and the Eighth Amendment of the Constitution prohibits cruel and unusual punishment.

Despite Mayor Adams calling for a comprehensive investigation following the initial Gothamist report in March, the responsibility has been delegated to the Law Department, which is currently defending the city against the lawsuits. Williams insisted that an independent investigation is necessary to ensure transparency and alleviate fears of retaliation among incarcerated individuals.

Councilmember Sandy Nurse has echoed Williams’ sentiments, advocating for the formation of a task force or the hiring of an external firm to review the allegations. Both Williams and Nurse are concerned about the lack of urgency displayed by the city administration in addressing the pervasive culture of abuse on Rikers Island.

Gothamist’s extensive coverage of the 719 lawsuits filed by former detainees has revealed disturbing patterns of allegations, including instances where officers allegedly exchanged contraband for sexual favors, or where health care providers were accused of sexual assault during medical appointments. The Department of Correction has maintained a “zero-tolerance” policy towards sexual assault and harassment but has faced criticism for the ongoing prevalence of such incidents.

While the mayor’s office and the Department of Correction have not provided immediate responses to requests for comments, the pressure from public officials and media outlets like Gothamist continues to mount for a thorough and impartial investigation into the allegations of sexual abuse on Rikers Island. It is imperative that swift and decisive action be taken to address these serious and systemic issues within the city’s correctional system.
